Speed & RunTo ratings

I am most likely being thick but I have a question about the "Speed" ratings and the "RunTo" rating.
Where do the "Speed" ratings come from ..are they an actual average velocity figure - as in length of race divided by time race took to run. Or arrived at by some other calculated way?
I don't understand what the "RunTo" figure is telling me. The notes say this is the traditional form figure adjusted with todays weights. Is the traditional form figure the "OR" official rating? If this is so then am i right in assuming it is just a cunning way of leveling the field for direct comparison?

The speed figure is created by using a race time, class pars, going allowance, age allowance and sex allowance, race distance, distance beaten/winning dist,

RanTo - is based on the rating of the runners from their previous races, the class of race, race distance, distance beaten/winning dist.

Both ratings are finished off using some magic dust I keep in a golden pouch!
